How the County Council is governed

Region Västernorrland is a politically governed organisation, where the Regional assembly has ultimate responsibility for deciding the County Council’s activities and policies.

The activities of the Region Västernorrland are governed by the laws and regulations relating to public administration in Sweden, for example:

  • the Local Government Act
  • the Health and Medical Services Act
  • the Dental Care Act
  • Regulations issued by the National Board of Health and Welfare

In addition to the national guidance documents, there are local documents which govern the Region Västernorrlands work. These documents are approved at the general level by the Regional Assembly.

The Region Västernorrlands plan and budget are the Region Västernorrlands most important steering documents. These are followed up in interim reports and annual reports which show the extent to which the financial and operational goals of the Region Västernorrland have been met.

Balanced Scorecard

Region Västernorrland uses Balanced Scorecard as the model for its operation planning and follow-ups. The model focuses on the things which are strategically important. Activities are described, planned and followed up on the basis of four perspectives: citizen, process, employee and financial.

Every political committee has a scorecard which governs its area of operation. Within the administrative organisation there are scorecards for every administration, department, institution and unit.

The scorecards describe the success factors and the action plans for attaining the goals of the individual departments, which will contribute to attaining the common strategic goals of Region Västernorrland.

Decisions and delegation

The Regional Assembly is the highest decision-making body in the county council organisation, but many decisions are made by the heads of the departments. Any proposed action is investigated and discussed and solutions are assessed before any decisions are made.

The right to make decisions is delegated by Region Västernorrland to the County Administrative Board, and can then be delegated further to other groups or individuals. Decisions can be delegated to, for example, civil servants such as the County Council Director or department heads.

An official order of delegation must exist, which specifies the types of decision that delegatees are allowed to make themselves.

Political organisation

The County Council appoints politicians to serve on the boards, directorates and committees of Västernorrland County Council, who are then given the task of implementing decisions made in council.

The County Administrative Board reports directly to the Council and leads political activities in Västernorrland County Council.
